Sir,

With reference to your letter No. 82848/31 of the 17th

ultimo relative to the proposed revision of the fees charged

in Hongkong for the grant of visas and the issue, endorsement

and renewal of passports, I am directed by the Marquess of

Reading to inform you that, in His Lordship's opinion, it is

highly desirable that the Hongkong administration should

adhere to the scale of fees for visas which was fixed by the

Paris Conference on Passports, Customs Formalities and Through

Tickets of 1920. With regard to the fees in connexion with the

issue, renewal and endorsement of passports, I am to inform

you that there can be no objection to the proposed increase

since the new charges cannot be said to be of a fiscal character

which would be contrary to the recommendations of the Paris

I am to add, with reference to paragraph 3 of the

Governor's despatch enclosed in your letter, that a number of

foreign governments continue to charge British subjects visa

fees in excess of the standard charges as recommended by the

Paris Conference. A list of countries against whose nationals

retaliatory charges have been authorised is enclosed. I am to

observe that this list is liable to alteration from time to

time in accordance with the manner in which foreign governments

vary their regulations in this respect. When any alteration

notified to His Majesty's Consular and Passport Control

Officers concerned by means of a circular despatch, copies
