In connection with the revision of the General
Orders applying to this Colony now in hand, I have the
honour to request Your Lordship's approval of the revised
passage and leave regulations, a copy of which is enclosed.
The regulations covering permanent officers other than tho se domiciled in Europe are hardly more than
a matter of re-editing and call for no special comment.

3. Temporary Officers The section dealing with
temporary staff is again largely a matter of combining in
an orderly manner the various regulations that have from
time to time been approved and are in force. An alteration
however appears in 23 (1) and 23 (5) and it is considered
that the arrangement suggested by these two sections will
constitute a better arrangement than that now in force under
the present General Order 147.
4. i. The regulations dealing with officers
ordinarily recruited in England are based on the principle of a running account both of Leave and of Passages as is the
practice elsewhere and have been so framed as to allow of a
period of nine months' leave of absence after four years' resident service for four tours of service, and thereafter
