in paragraph 4,iii of that despatch I suggested that such leave may be granted up to a total of six months on account of each tour of service. The paragraph referred to, viz. 16B of the proposed Leave Regulations, was intended to cover the six months' excess half-pay leave on special grounds allowed under Colonial Regulation 117, and the words "in the aggregate" indicate that

intention.

6. With the proposed abolition of half-pay leave it will no longer be possible to work off by subsequent service any such specially granted half-pay leave and it must therefore be considered that this leave can only be granted once during the service of any particular officer, although, if the emergencies contemplated occur on two or more occasions, the half-pay leave may be granted in portions provided the aggregate

of six months is not exceeded.

Paragraph 4,iii of the covering despatch should .eliminated except for

accordingly be amended to read the six months during the total service of any officer which can be granted at the discretion.

8. The 7th paragraph of the covering despatch should be amended to end at the word "Regulations" in the fourth line, as the remainder of that paragraph conflicts with paragraph 11 (3) of the proposed Leave Regulations, which was put in its present form after the despatch had been drafted. I regret that this conflict was not observed until after the despatch

was signed.
