The recognition of the total period

of Colonial service in the case of an officer

transferred to Hong Kong is satisfactory both

on the question of leave (see paragraph 9 (9)) and passages (see paragraph 3 (1) of the Passage

Regulations).

The grant which may be made in respect

of a fiancée is, I think, an unduly generous

provision. The Eastern Colonies gave this

concession during the immediate post-war period,

with rather troublesome results in many cases.

If in any special circumstances an ex gratia

grant should reasonably be made for a fiancée's

passage, it could better be done as a concession

outside the Regulations, and I would advise that any mention of such a privilege should not appear in

the Regulations themselves. On the question of

the provision for the Governor's Private Secretary

and A.D.C., which is included on page 10 under

heading "Temporary Staff", I agree with Mr. Calder that it should probably not appear in these

Regulations for the Government's staff.

Otherwise I have no comments.
