1. In my opinion a free pardon should be granted under clause XV of the Letters Patent and an ex gratia

payment by way of compensation. It is never easy to arrive

at a figure in these cases; but taking the recent Barrett

case in the Gold Coast as some sort of a guide, I think $10,000 might be considered as suitable.

I a ttach a list of the documents sent to

the Benchers, from which it will be seen that they had before them practically the same material that would have been put

before the Privy Council, had an appeal to the Privy Council been undertaken.
