Nguyenaiquoc is an active communist and his deportation
will be recommended to Executive Council forthwith. man denied his identity with Nguyenaiquoo
Detained
and claime
to be a Chinese but there is no doubt as to identity his lawyers request that he be allowed to select his destination and that secrety regarding his departure be observed. Fully realize danger of allowing sucha dangerous person to be at large but no offence punishable by local law has been revealed and Attorney General advises that it is against principles observed by British Government to use banishment as a means of effecting extradition, proceedings for which cannot be taken in this 08.58. French Consul General has asked to be informed date and method of departure but in all the circumstances I propose if Executive Council agree to issue deportation order and release Nguyenaiquoo from prison under instructions that he must leave Colony within seven days from date of such order. Do you approve proposal.
