I am directed by Mr. Secretary Henderson to

transmit to you herewith a copy of a Memorandum left

with Sir V. Wellesley by Monsieur Cambon of the French

Embassy on the subject of an Annamite revolutionary leader

said to have been arrested in Hong Kong.

2. Monsieur Cambon explained that the leader in

question was considered by the French Government to be

an international danger, and they were very anxious that

he should not remain at large. They did not wish to

formulate any special request as to what should be done

with him but they would like the matter brought to the

notice of the local authorities at Hong Kong so that the

latter should know the views of the French Government.
