on Habeas Corpus on deportation order under section 3 (11) of the
Ordinance intimates that order will be set aside. Proceedings.
adjourned til1 August 20th (?)but summary deportation order unde:
Section 3 (1) (c) and Governor's order under Section 6 issued
Saison. for expulsion by steamship leaving Peptember 1st for Sai Gon.

Orders.
If these orders also are set aside do you wish action Sto be taken by administrative order apart from any powers conferred
by ordinance?
Unless you press for it I would prefer not to take action
by administrative order if court does decide tɔ this effect.
I maysay Nguyen ai Quoc is willing tɔ leave Colony but is convinced
his deportation to Indo-China would certainly lead to execution.
We would be most severely criticised if that proved to be the
case as a result of Administrative order issued in spite of
rulings of Courts. It must be noted that no cause for
extradition could possibly be made out.
