Dear M. Truelle,
I am sorry that we have not previously
been able to give you the further informa-
tion about the case of Nguyen-ai-Quoc,
which was promised in our note to the
Ambassador of September 16th, but we have
only just been able to ascertain from Hong-
kong what the exact situation is.
It appears that after certain prelimin-
ary proceedings, which it is unnecessary to
go into, two orders were issued in Hongkong,
one for Quoc's deportation from the colony,
and another for his expulsion by a steamer
which was leaving for Saigon. Quoc appealed
to the local courts against the validity of
these orders, and it now appears that the
courts held that both orders were valid, but
granted...
