Dear Calder,

I am sorry for the delay in dealing with your letter

of the 4th December (82830/31) enclosing a draft of a des-

patch which you propose to send to the Governor of Hong

Kong.

I have now been able to consult the Universities Bureau

of the British Empire, and they have no observations to offer

on the matter, and would in fact be prepared to convey the

offers of appointment of candidates and arrange for their

medical examination and passages to the Colony.

I have only one small alteration to suggest. I think

the beginning of the third paragraph should read as follows:-

"The Office of Special Inquiries & Reports, which is the

Department of the Board of Education concerned, has now

represented that it would be preferable if such vacancies

were referred in future, not to them, but to the Universities

Bureau of the British Empire, which they suggest is the proper

organ for making these posts known and for interviewing

applicants."
