I now enclose a draft of the Case which we have

prepared in accordance with Treasury instructions for

submission to the Law Officers of the Crown in connex ion

with the Hong Kong piracy decision. In view of the fact

that we had set out the results of our researches in a

long minute to the Treasury of the 9th March, the Case

does not do more than set out shortly the nature of the

problems, and draw their attention to the contents of

that minute and other relevant matters.

In view of the fact that we were asked to prepare this Case in conjunction with yourself and the Foreign

Office, I am sending a copy of the draft to Beckett.

I shall be glad if you will return the draft to

me in due course with any observations you desire to

make.
