Sir Maurice Gwyer informed me that he had
not yet made up his mind on the judgments generally.
I do not know to what conclusion you have yourself
come. I myself have not had time to go into the
matter thoroughly. I consider the Hong Kong Court
misdirected itself with regard to the legal effect of
the various statutes enacted for the suppression of
piracy. I feel, however, in view of the paucity of
legal decision as to what constitutes piracy, that
there is a good deal to be said in favour of their
decision on the particular point on which the judgment
depends.
