I have the honour to acknowledge the receipt
of Lord Passfield's despatch No. 199 dated 13th July, 1931, on the subject of the sale by private treaty to the Hong Kong and China Gas Company of a site in Kowloon, and in reply to inform you that the conditions of sale proposed in the present case, of which a copy is now enclosed, are the same as those proposed for the same site in Sir C. Clementi's
4472/ despatch No.152 of the 1st April, 1926, with the following
exceptions:-

(a) Crown rent will be at the rate of $4,000 per
annum instead of $1,500,
(b) general condition 6, building covenant of $100,000
instead of $200,000,
(c) special condition (f) in present case is new,
(d) special condition (a) (4) in former case has been
omitted.
I have today in my despatch No. 385 replied to Lord Passfield's despatch No. 189 of 3rd July.
