GOVERNMENT HOUSE,
HONG KONG, 4th November, 1931.
I have the honour to inform you that the Report of the Retrenchment Commission, a copy of whose Report has already been forwarded to you, has
been very carefully considered by myself and my advisers and I now enclose a statement showing how far the Government feels able to go towards accepting the recommendations and commenting generally on the
Report. Neither the Report nor the Commentary now forwarded has yet been made public, but copies of both have been supplied to the Members of my Executive Council who, after a full consideration of
their contents, concur in my opinion that, subject to
your approval of such a course, the two documents
should be published as they stand as a Sessional Paper.
The Unofficial Members of the Executive Council had no
comments to offer on the Report or on the
recommendations.
