With reference to Lord Passfield's telegram
of the 18th of August, 1931, on the subject of the Retrenchment Commission Report, I have the honour to
forward herewith a commentary on the Confidential
Report of the Commissioners.
A similar statement
dealing with the General Report has been forwarded to
you in my open despatch No.470 of the 4th of November,
1931.
2. It is not proposed to publish either the
Confidential Report or the commentary thereon, but copies of both have been supplied to my Executive
Council the members of which had no comments to offer
on them.
