In various respects the Government finds itself
unable to accept the findings of the Commissioners.
In his covering despatch (3) the Governor
asks for approval to publish the Report of the
Retrenchment Commission and his commentary thereon, as
they stand, as a Sessional Paper. I see no reason
why these two documents should not be so published,
and subject to any observations by Personnel
Division, I think we might telegraph
approving
publication, and asking for extra copies to be
sent home.

Paragraphs 2-12 of the Governor's
commentary upon the Confidential Report of the
Retrenchment Commission should be seen by
Personnel Division, also paragraph 21.
Various suggestions made by the
Commission in their Confidential Report have been
noted or are still under consideration.
The imposition of a betting tax is under
conson. and also the possibility of increased
revenue from entertainment tax.
Paragraph 29. The recommendations of
the Commission regarding open spaces appear to have
been based upon failureto realise the difference
between a park or children's playground and a
sports ground.
Paragraph 31. Fees at the Central British,
Peak, and Junior British Schools are being raised.
Paragraph 33. Government is in sympathy
with the proposal to replace Europeans by Chinese,
