We have made a rough estimate of the cost
of a bonus scheme as recommended above and find that the total is likely to fall within the sum ($50,000) provider in the Estimates for 1931. The basis on which dato wore supplied to us by departments was, however, different in material respects from the scheme now put forward and it would bo advisable, if our scheme is found acceptable to call for fresh e stimates from departments before finally adopting it.

European Officers in certain departments.
We have given further consideration to the cases montioned in paragraph 73 of our report (cf. Head D. Itom C) and are of the opinion that the only satisfactory solution is to grant to European Revenue Officers, Sanitary Inspectors and Overseers through scales with annual increments as at present laid down for Classes II and I up to the maximum of Class I of those grados with efficiency bars at the present maximum of Class II, officiency to include inter alia the possession of any linguistic or technical certificates which are now required for promotion from Class II to Class I. We understand that the Retronchment Commission concurs in this proposal, which should not howover be made retrospective but any "officient" officer who has been on the maximum of Class II for more than 12 months on 1.1.31. should receivo what is now the minimum of Class I from that dato
