Where overtime is specially paid for by the soction of the public responsible for its occurrence, wo consider there is no need to pass on to such section any reduction in the amount paid to the officer which may rosult from the adoption of our scale. The foos in question are a useful chock on unreasonable domands and any surplus may fairly be carried to revenue.

CHINESE NEW YEAR BONUS.

The first point to be decided is whether daily paid labour shall be included in the scope of the bonus. The recommendations for the payment of the bonus by Government to its employees originated in the Salarios ro port and paragraph 22 of that Roport states :-

We have throughout our enquiry considered only salary scalos, and havo made no recommendations regarding labourers on daily wages which in our opinion must depend sololy on the markot rato". Frima facic therefore it would soom that daily paid omployees should not receive the bonus. But we have ascertained that many daily paid labourers' both in the Public Works Department and the Kowloon Canton Railway are just os regular employees as o.g. the coolics of the Sanitary Department who are on monthly wages and it seems to us quito inequitable that the latter should reccivo an addition to thoir pay which is denied to their equally
