call, e.g., a Sunday mail in the Post Office, emigrants
in the Secretariat for Chine se Affairs. In special cases of prolonged overtime as a result of general pressure of work, a bonus might be considered.
(b) No payment should be made in departments like the Police where duty is performed by shifts or where night work is compensated by lightness of day
work.
(c) No payment should be made on this account to
senior staff. In particular the payment to the Health Officer of Port for emigrant ships is not in our opinion justified, such work being part of the duties for which
he draws salary, just as attendance at all hours of need is part of the duty of Medical Officers.
We have reason, however, to think that the extra
payments receivable under this head were hold out
or were regarded by the present Health Officer of Port and his Assistants as integral parts of the attractions
of their posts and we therefore recommend with reluctance
that those payments shall be continued to existing staff. But future appointees should not enjoy these additions to their salarios and their shares in the fees paid by tho ships examined should be carried to revenue.

No paymont should be made on this account to monthly paid employees who receive a bonus at Chinese New Year. In particular the allowances to
