(c) It is desirable that the salary limit

exempting from the 10 years' rule (cf.G.0. 110.A(2).) should be a scale and not a fixed figure. present a (revised) figure of $480 has been adopted, but certain officers have salaries "straddling this point and might therefore, having drawn a rent allowance for several years, become disqualified for any allowance during the next few years of their service, being above $480 but not having ten years' total service. The limit might be either a scale of which the minimum or one of which the maximum
does not exceed a certain figure. After due
consideration we think it best to a dopt the formula
"Salary scales of which the maximum is less
than $480 per annum".
78. In the course of our enquiries we come
upon a number of cases in which officers of
this class eligible for rent allowances were not receiving any allowance and a few of the opposite
nature. These are set out in Appendix II. "e recommend that in these, as in any other cases of a similar nature that may have escaped our notice, the rules should be strictly applied according to eligibility but we do not advocate either
retrospective grants of allowances withheld or
