75. The Charge Allowances" drawn by the Chief Mechanical Engineer and the Traffic Manager
and Storekeoper Kowloon-Canton Railway are in reality allowances for specific and heavy additions to the original duties of these officers and wo
recommend that while those additions persist the
allowances should be continued in some form.
76. We have been asked to consider the
retention for existing staff of the Charge Allowances formerly drawn by the Senior Assistant Marine Surveyors in the Harbour Department. These allowances were not personal to particular
officers and were already anomalous in being drawn not by the head of the Marine Survey sub-department
but by Assistant Heads. We consider that they
must cease on revision of salaries.
