that Mr. Baker should be granted a personal allowance of £100 per annum.

Mr. J. Smith, Assistant Mechanical Engineer has been placed in his revised scale at the minimum

and requests that he may be allowed instead to count his previous service towards increments, as has been

done in the case of other officers elsewhere. It

must, however, be remembered that the revised salary finally adopted for this post (vide Sessional Paper No. 3 of 1930) is not that recommended by the Commission (£470 to £530) but considerably higher i.e. £550 to £700, and we are of the opinion that Mr. Smith's case should be regarded rather as a promotion than a revision and that the allotment

made is fair. We observe moreover that Mr. Smith's

request if granted would involve an immediate

increase of 50% on his former salary.

70.

We have been asked by the Manager to recommend Building Foreman, Lau Fuk for the same

scale as 2nd Class Foreman in the Public Works Department. i.e. for $600

$75 $1050 instead of $600 $50 - $950 as awarded by the Report. He has, however, been for many years past on a scale with

a lower maximum than that of the Public Works Foremen

and we see no reason to depart from the decision of the Commission perpetuating the difference.
