We recommend that the post of Fitters
(2nd Class) and Switchboard Attendants in the Wireless
Branch of the Electrical Sub-department, be allotted
revised scales as follows :
Fitters (2nd Class) $600-$950 by $50 annually.
Switchboard Attendants $360-$570 by $30 annually.
These appointments have been created subsequently to the
Salaries Report.

Kowloon-Canton Railway.
Mr. R. Baker, Manager and Chief Engineer
has renewed his application for a reconsideration of
his revised salary (£1,500) on the ground that this
has been settled on the basis of a former fixed
salary of £1,300 whereas at the time of his appointment
to the post he was led to believe that £1,300 was
the minimum of a future incremental scale. We have
examined the documents bearing on this question and
are of the opinion that they, more especially the 4th
paragraph of Sir Cecil Clementi's despatch No. 213.
of the 29th of April, 1926, establish a móral right
in Mr. Baker to an incremental salary and that had ho
been in receipt of such a salary at the time the
Salaries Commission enquired into his case it is unlikely
that a fixed salary of £1,500 (i.e. £5 per annum only
more than the bare 15% standard increase on £1,300)
would have been awarded him. We consider therefore
