The main foundation of
their complaint is that the Salaries Report as issued
by the Commissioners fixed the Engineers' maximum
at £1150 and theirs at £1,200, while the modification
of those recommendations adopted by Government
(Sessional Faper No.3 of 1930) gives to Executive
Engineers a maximum of £1,300. But the Superintendents
overlook the fact that this modification was made on
the ground that the Charge Allowances paid to
Engineers in charge of sub-departments represented
increased responsibility and that the size of these
allowances was all-important in allotting salary
to the revived grade of Executive Engineer.
Engineers in charge receive Charge Allowances of
$2,400 per annum, the Superintendents only half this
sum and we therefore consider that a maximum of

63. The Junior Engineering Assistant (Fort Development) has petitioned to be levelled up in
salary with the Engineering Assistant (Architectural)
Public Works Department and the Assistant Engineer
(Maintenance) Kowloon-Canton Railway, i.e. that he
shall receive the scale $4,000 - $6,000. This
officer was appointed to the Service in 1926 and
received promotion to the (unrevised) scale of
$3,000 -
