by which special increments are granted to Second
Class Inspectors in this department for possession
of certain certificates, linguistic and technical.
43. We were asked to consider an application
from Mr. Fung Tsun, Grade I Foreman in the Sanitary
Department for special consideration. Mr. Fung was
originally on the clerical side of the Service and
although he benefitted at the time by his transfer to
the executive side his promotion there has been
considerably slower than that of some of his former
colleagues. The Head of the Department reports him
to be a very capable officer with duties of
considerable responsibility and we recommend that
he be granted a personal allowance of $200 per
annum until such time as it is possible to promote
him to the grade of Overseer.

SECTION 27.
Botanical & Forestry Department.
Li Kau, Senior Garden Foreman has been in
receipt of a personal allowance of $60 per annum since
1926. We recommend that this allowance be continued
on revision.
45. Inspector of Forests. A new post of
Inspector of Forests has been created for 1930 with
the scale $1,800 - $100 - $2,500. We do not
consider that so recent a scale needs revision.
