This staff has no doubt been hit by the fall in exchange subsequent to the presentation of the

Salaries Report but that is common to all the dollar

paid staff of the Government and is clearly out side

our terms of reference.

We consider, however, that the lower-paid members

of this staff whose salaries fall within the limits

adopted for the grant of the Chinese New Year bonus, should be allowed to participate therein.

SECTION 13.

Harbour Department.

We recommend that Mr. F. Brett, Assistant

Chief Junk Inspector be allowed to draw the first

increment of his revised salary, i.e. £385 per

annum from the 1st of July, 1930, in order that he

may not suffer substantial loss by his transfer from

Bailiff, Public Works Department.

The pre-revision salaries of the Assistant Junk Inspectors (local staff) included a merged

rent-allowance and this has been invoked as a ground

for refusing them the benefits of subsequently made

rules regarding such allowances. We consider that the revised salaries are independent of any past

merger and that the officers concerned should receive

rent allowances when otherwise eligible. Mention of
