for labourers is $12 per month the minimum bonus payable yearly becomes equal to the increment (i.e. good conduct allowance) formerly payable triennially. It therefore became a matter for consideration whether the bonus scheme should be brought into force in respect of the Chinese New Year falling in the year of the adoption of the Report, i.e. 1930.1 In view of the fact that, speaking generally, the salary scales in the Report give immediate increases to this class of employee and of the further fact that the limit of application for the bonus could not be fixed offhand but required a careful examination of each category of the service likely to be concerned, we have thought it sufficient to bring the scheme into general force at next (1931) Chinese New Year. A considerable number of cases were however brought to our notice in which employees of this class received no immediate benefit from the revision and being of the opinion that this was contrary to the general intention of the Report, we requested the Secretariat to issue a circular (Appendix No.l.) with a view to
