We were appointed on the 26th of June, 1930, as a "Committee" for adjusting all remaining detail for the final adoption of the "Salaries Report", or, more concisely, as an "Anomalies Committee" on that Report. We were instructed that Government would not, except in matters of special urgency, deal with the anomalies discovered or our recommendations thereon.

piecemeal but would await our final report. this we received no special directions for procedure and we have felt at liberty to deal not only with anomalies directly arising out of the application of the Report itself but also with any anomalies and inconsistencies in the service which came to light in

the course of our main investigations.

2. Our enquiries have extended over a somewhat long period. Many of the problems submitted to us,
