With reference to your letter 72816/30 of the 28th
January on the subject of travel certificates issued to
persons of Chinese race by the Hong Kong Government, I
am directed by Mr.Secretary Henderson to inform you that
he feels some doubt whether the reasons for not issuing
regular British passports have altogether lost their
force and would prefer to await the views of His Majesty's
Minister at Peking who is being consulted in the matter.
Mr.Henderson would suggest that no change should
be made in the existing practice pending the receipt of
Sir M. Lampson's reply.
