Sir,
With reference to your letter 72816/30 of the
28th January last forwarding a copy of a despatch
from the Governor of Hong Kong on the subject of the
issue of travel Certificates by the Hong Kong Government,
I am directed by Mr. Secretary Clynes to say, for the
information of Lord Passfield, that, while the
question raised by the Governor appears to be mainly
for the Foreign Office, he is of opinion that it is
desirable to avoid, so far as may be possible, any
action which may encourage British subjects of Chinese
race to come to the United Kingdom to engage in
employment.
As the Governor points out in his despatch, the
issue of British passports might have this effect, and
Mr. Clynes hopes that the present practice may be
continued.
A copy of this letter is being sent to the
Foreign Office.
