4. The total pension payable to Colonel Drury being the maximum, namely two-thirds of his highest pensionable emoluments at any time, a separate calculation of his Hong Kong and Imperial pensions
could not benefit him and for reasons advanced in the
late Sir H. Blake's despatch No.230 of 18th June, 1901, it would be unreasonable to relieve Imperial funds at the expense of Hong Kong of the amount represented by a 5 years tropical addition to this officer's brief
service in the Colony.
