Mr Richard F. Drury, Associate Member of the
Institute of Civil Engineers having applied to me to testify to his experience and efficiency as a Sanitary and Municipal Engineer, I have have much pleasure in complying with his request and stating that when I had the honour to hold the post of Her Majesty's Director
General of Public Works at Hong Kong including the entire sanitary supervision and general municipal administration of the
City of Victoria with over 100,000 inhabitants, Mr Drury served
on my Staff as one of the Assistant Engineers in Charge of Public Works, and in that capacity gave me uniform satisfaction in the performance of his professional duties.
Mr Drury has had eight years experience in the personal supervision of Public Buildings, Town Drainage and sewerage, House Sanitation, Land Surveying and in the construction and maintenance of Roads, Streets and Buildings, and in all the various branches of urban engineering in which he has been engaged for Her Majesty's Government, he has always been noted for the
accuracy and excellent nature of his work.
I have much pleasure also in recording my high sense of Mr Drury's personal character and integrity.
