there would, I think, have been a case for asking
the Hong Kong Government to make a special award
had the amount at issue been a substantial one.
This, however, is not the case since, as is shown
by the note opposite, Colonel Drury's maximum
pension from all sources is £531: 8: 8d per
annum, whereas the actual awards amount to
approximately £515 per annum (if allowance for the
gratuity is made by increasing the home pension by
one-third).

and the overriding maximum is so small, I do not
think we should be justified in inviting the Hong Kong Government to make a special award, and I think that the reply should be as proposed by
Mr. Horne, making the point that in any case his
total pension from all sources plus the value of
his gratuity approximates to two-thirds of his
highest pensionable emoluments, which is the
maximum of the total pensions that he could be
granted.
