view to conserving resources to the utmost, the

introduction of a system of waste detection and

the early revision of Ordinance No. 16 of 1903 are

recommended.

The maintainable resources of the Island will

meet the estimated requirements until about 1936,

whilst those on the Mainland will be sufficient

until about 1933.

It is therefore imperative that further works

be put in hand immediately if a recurrence of years

of restricted supply, such as has taken place almost

every year since 1906 is to be avoided.

It is recommended that the Shing Mun Gorge Dam

be constructed which, when completed, should obviate

further expenditure on headworks until about 1945.

This structure will be one of a limited number of

high dams, calling for special care in design and

construction and involving consider ble responsibility.

The importance of a more thorough exposure and

investigation of the foundation conditions than has

been possible, is emphasized: even if this should

mean a slight delay in our giving final approval to

the construction of a high dam at the Shing Mun Gorge

site, it will be the means og saving money in the end.

The estimated cost of completing the main dam and

the subsidiary dan will be $8,000,000, and the period
