My Lord,
I have the honour to acknowledge the
receipt of Your Lordship's despatch Humber 754
(F.4758/258/10) of September 9th, transmitting
a copy of a memorandum by the Governor of
Hongkong on the subject of Kowloon and the
New Territory.
A sharter memorandum, which forms
the basis of that enclosed in Your Lordship's
despatch, was given me for my confidential
information by Sir Willim Teel when I passed
through Hongkong in February last and His
Szellemey informed me that a copy had been
communicated to His Majesty's Coverasent.
(A copy of this original morandum was sub-
sequently transmitted to me in Foreign Office
despatch Mumber 184 (F.258/258/10) of February
(th). I informed Bir Fillism Peel st that
time that I agreed substantially with his
