9. In conclusion, I would request that those officers
who may be adversely affected by the ultimate decision
on the question of salaries should be given the option
of retirement on the pension already earned; I need hardly
point out that in private firms, which have a provident
fund instead of a pension scheme, this course is open
to anyone. Also, those Government servants who have
already applied for transfer elsewhere, or who may here-
after apply, should be offered transfers even at a reduced
sterling salary, since a comparison of salaries in differ-
-ent places is no longer an a dequate indication of the
relative value or the appointments. And I would respect-
-fully request that, whether or not any of the foregoing
suggestions be held acceptable, this letter be transmitted
along with the petition to which I have referred in my
preamble, for the consideration of His Majesty's Secretary
of State.
