10. It is an unchallengeable fact, which is
universally admitted and has constantly been
reiterated in the Press of the Colony, that the
cost of living has greatly increased since the
date when the Commissioners made their recommenda-
tions, and that the cost is still increasing and
will tend further to increase if the dollar
remains at a low level.

On the 19th day of June, 1930, the Report of
the Commissioners was submitted to and adopted by
the Legislative Council of the Colony, and the new
scale of salaries based on the Report came into
effect retrospectively as from the 1st January, 1930.
12. The recommendation of the Commissioners
touching the continuance of the High Cost of Living
Allowance, referred to in paragraph 7 of this
Petition, was not adopted, and pay ment of such
allowance has been suspended as from the 1st day
of January, 1930.

Your Petitioners crave leave to make reference
to certain statements made by His Excellency the
Governor and by the Honourable Colonial Secretary
on the occasion when the said Report was submitted
to the Legislative Council.
His Excellency said as follows:-
#1 If we accept, as I maintain we must, the
recommendations of the Salaries Commission as
being just, then I consider that the payment of
the new rates becomes a mere act of justice;
