report on the past record of the

proposed consul, if and when nominated,

and that enquiries should also be

made in Lalaya; and that if the record

were unsatisfactory the Chinese

Government should be informed that the

proposed consul was not persona grata and

would not be accepted.

6. Leanwhile you will no doubt

consider whether any further reply

to the Hulers is necessary and, if it

is, explain that the policy of His

Majesty's Government precludes the

adoption of their suggestions but

that His Majesty's Goverment are

satisfied that their present policy

is in the best interests of the umpire

and of Lalaya as a part of it, and

that at the same time they fully

appreciate the difficulties of the

Rulers and will resist to the

utmost any improper interference by
