LEAGUE OF NATIONS.
Commission of Enquiry into the Traffic in Women and Children in the Far East.
QUESTIONNAIRE.
I. GENERAL QUESTIONS.
1. Can your Government supplement in any way the information already sent to the League of Nations on the existence and extent of the traffic in women and children for immoral purposes, particularly prostitution, to or from or through your country?
The above information is particularly desired for the period of the last five years.
Ans.
Yes: The returns already furnished contain details only of cases in which enquiry was followed by conviction or deportation of the offender.
The records of daily work of the Chinese Secretariat deal also with cases in connection with which no such action was taken. These records consist principally of statements made by individuals appearing at the office and while they are of interest as illustrating certain points hardly lend themselves to classification for the purpose of a formal report.
2. From the information at present available and the evidence of the authorities, what are the principal countries from which women come or are brought by traffickers for immoral purposes to your country?
What are
the principal countries to which women go or are sent by traffickers for immoral purposes from your country?
It is particularly desirable to obtain the above information for the period of the last five years.
Ans. (a) Non Chinese.
Of the 21 non Chinese prostitutes who were in the colony on November 25th 1930, 11 were natives of France. The remainder came from the United States of America (3), Australia (3), Russia, Lithuania and Latvia (1 each), and Mauritius (1).
(b) Very nearly all Chinese women practising prostitution in Hong Kong speak the dialect of Canton City showing that they have lived for a number of years in the parts of Kuangtung and Kuangsi provinces where that dialect is spoken; that is to say for the most part in towns such as Canton. Fatshan, Wuchow, Sheklung, Chan Tsun, Yung Ki, Macao and Hong Kong. Only a very sinall minority come from other provinces. The same statement applies to prostitutes leaving Hong Kong for other places.
Chinese prostitutes go or are sent from Hong Kong to Malaya, Siam, Indo China, Macao and the mainland of China. A few may go to Canada and the United States of America.
3. Can you give any further information, particularly statistics, showing the extent to which women or children coming to or leaving or passing through your country for immoral purposes including prostitution during the last five years did so of their own free will or have been induced to do so either by force or deceit, direct or indirect?
