My Lord,
I have the honour to enclose for Your
Lordship's information the accompanying copy of a
note on the subject of brothels in Hong Kong which
has been prepared by the Chief Justice, Sir Joseph
Kemp, at the personal request of Dr. Drummond Shiels
made during Sir Joseph's recent leave in England.
2. I may add that while, in accordance with
Your Lordship's telegram No.98 of the 29th of October,
no steps have hitherto been taken to alter the
present system until the International Commission has
reported on it, I am considering the advisability of
closing the few existing European brothels, i.e.
brothels which may contain European, American or
Australian prostitutes.
