I have the honour to refer

to your despatch No.19 of the 16th

of January last enclosing a copy of

the replies returned by the Government

of Hong Kong to the questionnaire

prepared by the League of Nations

Commission of Enquiry into the traffic

in women and children in the Far East,

and to inform you that I have Fecently

had under consideration the whole

question of prostitution in Hong Kong.

It was oxipinully my predeccom's

before he want out of office, that it was

at one time

intention to take no action in the

matter until the League of Nations

Commission nad reported, but
