by Mr. Johnson that the agent will not touch Chinese traffic and
prostitutes but only concern himself with white prostitutes and
the traffic in them. Mr. Johnson seemed to be suspicious that
the reason was that the Chinese War Lords are financially in-
terested in white prostitution and traffic, and have driven a
bargain with the Jew traffickers for a rake-off from their pro-
fits. Iniquitous as it may sound, there is nothing unlikely in
it when one knows the way the War Lords make huge sums out of
opium, drugs and other sort of vice which will bring them in
money.
6 Mr. Johnson is making no official application to any
of the Malayan Governments for his agent to work here, as he
realises that there are no white prostitutes here and no traffic
ing in them.

7. But if the agent leaves New York at all, he will be in
structed to report to me in Singapore as he passes through, as
he may have picked up in one of the China ports a thread leadin
to an agency in Singapore and want Departmental assistance i
getting further information about it (I need not say that th
a shot in the dark and that no such agency is known); Mr.Joh
thinks it possible such an agency exists as a link between
Australian and China ports in the white slave traffic; or Mr
Johnson suggests that it might happen that I would like to u
him for some enquiries, (and he would be under my orders whi
in Singapore), if his visit happened to coincide with one o
sporadic occurences of white prostitution in Singapore.

This seems to me a satisfactory position from
of view of the Malayan Governments.
