One thousand nine hundred and thirty
Between His Excellency Sir WILLIAM PEEL, K.B.E., C.M.G., Governor and Commander in Chief of the Colony of Hong Kong and its Dependen-
cies and Vice Admiral of the same for and on behalf of the Government
thereof of the one part and IMPERIAL AND INTERNATIONAL COMMUNICATIONS LIMITED, hereinafter called the Company, of the other part,
ARTICLE 1.
Subject to the provisions hereinafter contained the Government of Hong Kong grants to the Company the sole right to supply and operate the external fixed station commercial radio-electric communications of the Colony of Hong Kong: but the Government reserves to itself the right to assume control of, and to make regulations affecting, the Company's radio-electric communication system in the Colony in time of war, emergency or public danger.
ARTICLE 2.
The right granted under this Agreement shall not include radio-electric com- munication service of the following nature:-
(a) Mobile station services.
(b) Meteorological station services.
(c) broadcasting services.
(d) police services.
(e) harbour services.
(f) navigation services (lighthouses, beacons, etc.).
(g) Naval services.
(h) Military services.
(1) Air Force services.
() amateur and experimental station services.
(k) any fixed station service that the Company is not able to arrange with the authorities at the place in question after being required under Article 8.
ARTICLE 3.
The Company shall pay to the Colonial Treasurer as a Royalty for the con cession the sum of one penny for every paid word sent or received by its radio- electric service in the Colony with a minimum payment of £10,000 a year.
Such payment shall be made to the Colonial Treasurer of Hong Kong during the month of July in each year and shall be in respect of accounts made up to the last day of the preceding month; provided that the first of such payments shall be made in the month of July following twelve months operation by the Company.
