6. PROPOSED TRANSFER OF GOVERNMENT WIRELESS SERVICES
IN HONG KONG TO IMPERIAL AND INTERNATIONAL COMMUNI
CATIONS, LIMITED.

The Committee had under consideration a

copy of a letter from the Colonial Office to the General
Post Office, enclosing a despatch from the Governor of
Hong Kong with the Draft Agreement for the transfer of
the Government wireless services to Imperial and Inter-
national Communications, Limited.
MR. VERNON said that the Post Office had been
asked for their remarks on this Agreement, and they had
only made some very minor criticisms.
There was one
point, however, regarding the position of telephones.
He understood that there was no restriction to giving
Imperial and International Communications, Limited, the
solo wireless telephone rights for a service between
Hong Kong, Singapore and London: but the position was
not quite clear because the internal telephone system of
Hong Kong was run by a British Company under certain
exclusive rights. It was assumed that these rights were
entirely restricted to inland telephones, but if the
Agreement was in any way vague there was a danger that
the International Telegraph and Telephone Corporation,
which owned large interests in the British Company
running the internal telephones in Hong Kong might step
in and try and claim the right to run these external
services. He thought, howovor, that the position was
all right.
CAPTAIN DORLING said that Articles 1 and 2
of the Agreement covered the points very clearly, he
thought, and he did not anticipate any difficulties.
