(i) that, on the assumption that the broadcasting

services referred to in Article 2 (c) are not

only entertainment broadcasting services but

also press broadcast transmissions normally

received at Government stations and broadcast

telegraph messages containing commercial informa-

tion or news messages such as are broadcast from

Rugby,- Article 2 (c) should be amplified to

read "broadcasting services (including the re-

ception of news and commercial information

broadcast by radio-telegraphy or radio-telephony)".

(ii) that, as it would appear that Article 9

might be read as implying that the staticns to be

used in Great Britain for radib-telephonic

communication with Hong Kong would be provided by

the Company, whereas it is the intention that such

stations should be provided by the General Post

Office,

the words "with Great Britain and Singapore"

should be replaced by some such wording as "with

such stations in Great Britain and Singapore as may

be approved by the Government authorities concerned

for the purpose".

The Secretary of State desires me to inform you

that he is giving further consideration to the terms

of Articles 13 and 16 regarding the transfer and treatment

of personnel, and that he may wish to suggest alterations

in these Articles. Leanwhile he would be glad to learn

as early as possible whether Imperial a nd International

Communications Limited are prepared to accept the other

proposals as set out in the drafts enclosed with this

letter, subject to the amendments set out above.
