I am directed by Lord Passfield to refer to
the negotiations which have been opened by the Governor
of Hong Kong with Imperial and International
Communications Limited, regarding the proposed transfer
to the Company of the Government Wireless Services, and to
inform you that he has received from the Governor prints
of a draft agreement which was settled between Air
Commodore Blandy and himself at the end of last year.
The two copies of these prints which are
enclosed herewith
contain certain amendments in red ink
to Articles 11, 13 and 25 which the Governor states were
approved by the Executive Council when the draft was
considered by then. It is understood that Air Commodore
Blandy agreed verbally to these amendments, and that he has
forwarded to you a recommendation for their approval.

I am further to inform you that the draft
agreement was submitted to the Postmaster General for any
observations that he might have to offer, and that he has
replied making the following suggestions:
