letter His Lordship has not made any

suggestions for purely drafting amendments.

3. I am also to explain that the

present letter must not be taken as

binding the Government of Hong Kong

to the views expressed therein. It

will of course be necessary for the

assent of that Government to be obtained

to the Agreement as finally drafted

before it can enter into operation.

Article 1.

His Lordship would see

no objection to your Company being granted

a right to carry on radio-telephonic

communication with ships at sea. At

the same time, he would not be prepared

to agree to the grant of a sole right

for this purpose, since the Hong Kong

Government might wish to employ radio-telephony

for their own purposes in communicating

with ships at sea from the Government

wireless station, particularly in the

case of those small ships which find it
