I have had Artioles 13 and 16 under consideration in

connection with general question of treatment of Government staffs

in Colonies whose work is taken over by unofficial organisation.

have decided that the only satisfactory general principle is that persons affected should be treated in all reapeots on the basis that

their offioes under Government are abolished at the date of the transfer whether or not their employment is actually continued by

the organisation which takes over the service. The Government would

naturally use its good offices to induce new organisation to offer

employment on best possible conditione to offioara thus retrenchad

but the terms of such employment would be in last resort a matter for aettlement between employer and officer.

Artioles 13 and 16 appear to be in accordance with these principles but before prooeeding further with negotiations I shoulá be glad to learn how former Article is to be interpreted, i.e. are Company to pay only coat of abolition additions or is fact that pensions will become effective prematurely to be taken into account? To what

extent would you wish to press this Article 17 Company ace difficulty

in accepting it?
