accepted by Lord Passfield although I should prefer to
retain the original wording "any of its systems of
communication" in place of "all its systems of
communication", the wording suggested by the Company.
Article 19.

It is important that this Article if
redrafted should in any case be wide enough to cover
possible claims by other undertakings, including the
Telephone Company, at present operating in the Colony,
whose position might be affected by the conclusion of
the agreement.
10.
Article 26.
I have no objection to the deletion of the
last sentence of this Article, but I consider that
the provisions calling upon the Company to take out
the necessary licences should be retained.
11.
I have no objection to offer to the changes
in the Supplementary Agreement proposed by the
Company in their letter of the 2nd of September, 1931. In this connection however it has been represented to
me that the proposal set out in Article 2 of this
Agreement is open to some objection. Apart from
the doubt whether the officer concerned could be
expected to administer with efficiency over a considerable period two such independent organisations
it is felt that it would be unfair to the officer
himself that he should be placed in a position where
he might be required in the event of negotiations on
any question to represent both the Government and the
Company.
