Hong Kong Piracy Guards.
With reference to previous correspondence, in which
we stated our opinion that the Hong Kong Police were not
likely to produce a properly disciplined military force,
we attach copy of extract from a letter dated January 2nd
from our Hong Kong house, which seems to show that our
fears were justified. We can only repeat once more that,
if these guards are not properly disciplined, they will be
useless in preventing attempts at piracy.
At the same time we are instructing our Hong Kong
people that the mere fact of two British N.C.0.s being
unsatisfactory is not necessarily sufficient reason for
giving up their employment and that they are to continue to press for the provision of thoroughly efficient men.
